Has anyone considered that the labels could be copied, then pipes would be sold on black market under those labels, or is this just paranoia?

You better move fast buddy. I've already made contact with a few Columbian cartels and have my territory protected. We’re working out the smuggling logistics now, and I’m stocking up on plastic baggies and 35mm film canisters. Once the sale of tobacco in the US is completely illegal I’m gonna be a rich black marketeer. I just wish the antis and the dems would move quicker with their ultimate plan so I can start my back-alley sales programs before I get too much older.
