I have very few tools so I've been working with cherry wood dowels and hand sanding and buffing. I would like to weatherproof my pipe since I strive to spend as much time as possible at the ocean. Would a wax do the trick? and can this be applied by hand? I would like to keep the finish somewhat matte.

Finish it per normal. The pipe will be alright- if it gets soaking wet, that'll hurt the finish, salt or no salt. However, making an acrylic stem would be wise- it won't oxidize in the salty air like ebonite will.

+1 on what yeti said. I'm a sailor myself and I can tell you that unless you soak the pipe in saltwater all the time, normal periodic maintenance on your pipe is all you'll really need. Definitely go with acrylic. Much more resilient to life at sea.

When I read the topic, I actually thought you might be referring to tools.
I live probably 2km away from the sea and have one helluva time keeping my tools rust free.
