If you are not sure if the slot is for cosmetics or not, you should think from the point of view of the question: What's the benefit of opening up the end of the mouthpiece?
You could answer your own question by simply drawing a breath through the stem that still has some of the 1/16 inch sized hole left.
You will probably find it extremely tight and restricted. This should be a clue that the draft-way needs to be larger. Open it up more and try again. Continue until it seems good.

How will one get a pipe cleaner through a 1/16 hole?
