no - it wraps around and is clamped under the smaller ring on the back side.
The smaller ring is threaded on, so when you take it off the arbor, the paper stays clamped onto the wheel.

What kind of sanpaper wraps around the angles and doesn't wrinkle?

You should use a heavier backed paper and wrap it around, working clockwise (looking from the back of the wheel). Progress around the wheel continuing to fold it over to the back side. You might also use 2 sheets of paper... adds a bit more cushion when sanding.

I got one from Trent and I love it. Trent does great work and his customer service is second to none. honestly. I have sent him stuff that he went out of his way to fix.
