Is the sandpaper glued to the wheel?

no - it wraps around and is clamped under the smaller ring on the back side.

The smaller ring is threaded on, so when you take it off the arbor, the paper stays clamped onto the wheel.

You should use a heavier backed paper and wrap it around, working clockwise (looking from the back of the wheel). Progress around the wheel continuing to fold it over to the back side. You might also use 2 sheets of paper... adds a bit more cushion when sanding.

If you want cushioned discs, items 4205A21 to 4205A26 are pretty good: http://www.mcmaster.com/

Thank goodness Kurt gave the part no.'s. Stuff's a bugger to find on that website.
