What is the difference between a tapered tap and a flat front on the tap? Is the tapered used to start a new thread and the flat to re-thread an existing hole?

The application I'm familiar with when it comes to a flat nosed tap is they are used for tapping holes that don't go completely through whatever part/item the hole is in. We called them a "bottoming tap".
