I've seen custom made, custom shaped sanding discs used by many (well, on the web, etc..) even PIMO mentions in in its book on p.78. It's a custom shaped (wooden) disc coated with some abrasive coating and mounted on a lathe or a bench grinder.
I cannot imagine any other way to make such a thing as by coating that disc with a thin layer of somewhat glue and then cover it with different grain of sand. I don't know how durable and even this would be...
There sure is a product somewhere, I just cannot find it...
Or is that rubber disc with velcro fastening enough?

Velcro works just fine. Use the sanding discs with foam padded backing.
