Putting bamboo extention on shank and putting ring on stem.

Two qusetions:

What are the best ways to attach a 3 inch bamboo extention onto a
shank and then adding the stem on the other end.

What is the source and best way to go about putting a 1/16" contrasting
ring on a stem near the tenon? Not a collar band.

In order to better answer your question re the stem band, one would need to know whether you would be using a lathe or not.
