PM troubles

If a PM is in the outbox and not in the sent box does that mean that it has been sent and not opened or that the other person does not have the message at all?
Problem is I finally finished my PITH contribution (will post pics shortly) but have not heard back from Dave, who I am sending my pipe to, for about 2 weeks from pm and I thought I sent an e-mail but I can't find it either. Just wondering if I'd written a lot of messages but none of them were actually sent.
