What Would Be The Best RPM For Drilling A Meerschaum Block?

Block is dry. My wood lathe's lowest speed is 450 RPM

From the limited amount of information I have been able to glean; around 150 - 250 RPM is best.

Any thoughts or suggestions?

Are they used to reinforce a shank to take a stem? I'm thinking that to make a cutty one would need something like this or else a military mount.

I say these on Vermont Freehand. My Peterson XL 315 Oom Pah and my IMP meer both have these types of bands on them.
Are they reinforcing bands?

I forgot to mention that my billiard dimensions are incorrect as shown in the picture below. I was chasing the shank to try and achieve a seamless join and by the time it got to this point, I had taken off too much material for the billiards dimensions to be correct.
