To me it's sanding to a point and anything finer is polishing. From 1000 up is polishing without using buffing wheels. I take it out to 3000 and man does that look good. I however have a lot of time on my hands.

I made my first two pipes with a cordless drill and files as well. they were absolute garbage BTW. I think the issue you will run into is finding a bit that will fit in a brace, AND is capable of making a smooth, rounded chamber. You can drill the draught hole and cut the slot using a pin vise. I have had some close/dangerous calls using wood working equipment. Usually as a result of inattention to what I was doing. Came close to losing a finger to a blade on a field radial arm saw. Pay attention to what you are doing.

Also, don't spin the bamboo too fast. Bent pieces can flex (center of mass isn't spinning on the spindle axis) and cause a gap on the mating faces.
